Nobody seems to have anything posted about this besides the EO itself which is a bunch a legal mumbo jumbo that’s not understandable by a commoner like me...Amazing. It is! Fifty-four comments in and I still have absolutely no clue what this is. Bookmarking to keep an eye on it though.

It's about creating a means to preserve military and government communications in a disaster or emergency; anything from full-scale nuclear war to an EMP to a massive solar flare to a crippling cyber-attack.
