Chicago police sergeant: "Tribal warfare" on the streets

(CBS News) CHICAGO - Chicago is in the grips of a deadly gang war. At least 275 people have been killed in the city so far this year and many more have been shot, many of them innocent bystanders to the gang violence. Among the latest victims were 12- and 13-year-old girls shot Tuesday night. They survived.

Sgt. Matt Little leads one of the teams in Chicago's Gang Enforcement Unit. There are about 200 such officers in the city-- versus 100,000 gang members.

"Almost all the violence we're seeing now is from the gangs," Little said. "When there's a shooting we'll respond to the shooting. We'll figure out where we believe the most likely area for retaliation is and we'll work that area trying to both prevent retaliation and possibly build a case on offenders."

CBS News rode along with Little's team as dusk fell on poor neighborhoods of vacant lots and high anxiety.

"The gangs have lost their hierarchy, so to speak, and without a chain of command, there's really nobody keeping things in check," Little said. The leaders are mostly in prison -- or dead. Those left are young, reckless, and often terrible shots.

"Instead of a bullet with somebody's name on it, we have a bullet that reads 'To whom it may concern,'" Little said. The result is a spate of shootings that have killed or wounded young children, even toddlers.

A 16-year-old boy was killed and another boy, 15, was wounded this afternoon in a shooting on the South Side in the city’s Gage Park neighborhood.

The shooting happened shortly after 2 p.m. on the 5800 block of South Fairfield Avenue, said Police News Affairs Officer Darryl Baety.

Preliminary reports said a boy, 16, suffered a gunshot wound to his chest and was pronounced dead.

Another boy, age 15, suffered wounds to his legs in the shooting, Baety said.

A fire ambulance took the second victim in serious-to-critical condition to Advocate Christ Medical Center in Oak Lawn.

*** I have that app on my phone, its amazing the amount of non stop action that comes across the scanner in Chicago. The cops there don’t use 10 codes either. ***

I'm listening right now, through an online scanner, things always jumping in.. 'Chicago..Chicago, my hometown' - hat tip Frank Sinatra ;-)

But yes the CPD does use '10 Codes', though not as often like in other places.

• '10-Adam' is 'Animal Bite (the 10), and Adam is; Not Bona Fide Incident. And 10-Ida is 'Animal Bite'. 'Removed to hospital'
• '10-4' has two meanings. '10' = 'Acknowledge'. 4 = 'Two Man(person) Unit (patrol car).
  
• '10-99' is similar to 10-4 but from a One Man (person) Car, that's the '99' part. But most times they'll just drop the '10' and respond '99'. Note: If a female cop is '99' she'll always get back-up on certain calls. But male Cops will not. (ain't equality great)
  
• And '10-1' you never want to hear, it's: 'Officer Needs Help'. Then holy hell breaks loose and like 20 Beat Cars will respond. (and sirens start blaring)

The most frequent response you hear from the Beat Cop is '19-Paul' (boring). '19' = Other, Misc Incident. 'Paul' = Other Police Service. In short they found nothing and/or did nothing when they got there. (sometimes very late)
CPD Radio Codes

Note I'm no way slamming the CPD. They are BADLY under-manned, short abut 1,500 Street Cops. And their equipment is absolute junk, including the squad cars (Daley F--ked the Cops every chance he could, he borderline hated them). They also HAVE to 'play social worker and limo driver' for 'distressed citizens' - like give granny a ride to wherever if it's not too far away or make Jazmine go to school)

I wouldn't be a Chi Cop for $250K a year.
(plus Chi Cops HAVE TO live in that city, always have. but 'way back' that was okay, not now)
