When I say Feds, I mean the guys putting out the Vital Statistic annual reports which was the National Vital Statistic Division of the National Institute for Health Statistics

As to why I focus on the Federal coding requirements, it’s because Zullo says that is what Hawaii was using.

At the 12:22 mark of the press conference,

“...we started to pursue leads and made the determination that these codings were actually vital statistics codings, required by the federal government in 1960.”

And at the 13:11 mark, he describes what Ms. Lee told them,

“...they were coded by hand with numerals that meant something to the federal government. The federal government required this because they would take that coded information which is of a numeric value and they would use it on magnetic tape for their census records and other statistical records that they needed.”

And in the videos shown during the press conference, they used tables from the 1968 Federal tape instructions.

I haven’t listen to the entire press conference again but I don’t recall hearing any reference to Hawaii having their own codes. Can you point it out to me?

What is the “National Institute for Health Statistics”? It doesn’t exist, and never has.
Also, there is no such thing as the “National Vital Statistic Division of the National Institute for Health Statistics”.

Birth Certificates are not standardized nationally. The specific layout and information contained varies from state to state. Zullo explained why they used the table they did in the presentation during the press conference...
