Faced with an stagnating economy and unemployment over 8 percent on his own watch, President Obama on the stump now invokes the economy during the era of former President Bill Clinton.
The presidents invocation of Clinton is part of his pitch to raise taxes on higher income brackets, as did President Clinton in 1993; and as a contrast to his current Republican opponents who seek to extend all the Bush-era tax rates, including those on the top wage-earners, which President Obama opposes.
Essentially, within this construct, President Obama is trying to cast the choice voters face as Bill Clinton versus George W. Bush, with Bill Clintons economy as his, and George W. Bushs economy as Mitt Romneys. Clintons economy saw the creation of tens of millions of jobs, an economic boom and a projected federal budget surplus.

Well Greenspan bailed out Clinton’s tax increase by lowering Fed Rates

When a politician doesn’t have much on his own record, he has to borrow.
Recall from 2004 election that Senator John Kerry, who had very few bills and resolutions to his credit after 2 decades in the Senate, ‘borrowed’ from the accomplishments of Senator Bob KerrEy — including bills and committee service. I guess ole John just got confused, what with their last names being so similar.

I was scoffed at for saying that Obamas administration was just an extension of Clintons administration.

Clinton benefited from two things:
Being forced to work with a Conservative Majority in Congress,
Being in the right place at the right time...during the dot.com boom.

It was pushed into a recession by the Oil for Food Program and the smuggling of Iraqi oil driving the price of oil so low oil producing countries around the world had no money.
In this country, independent operator's were shutting in their wells because it cost more to produce the oil than they were getting for the oil.
The land owners that were receiving royalty payments lost that income.
Somewhere around 400,000 oilfield related jobs disappeared..
The recession Bush inherited from Clinton was an orchestrated recession.
Don't forget the 9/11 attack was an attack against the economy, it was a 1-2 punch.
Bill Clinton was responsible for trying to make home ownership an entitlement. Made the economy look good for a while until the bubble burst.

And Obama had to hitch his wagon onto Bill Clinton’s coattail and CLAIM credit, that must have made Hillary chewing on the carpet.
I don't think that's the dominant factor. It was a debt-based disaster, driven by the Community Reinvestment Act, the repeal of Glass-Steagall, and the wholesale securitization and resale of dodgy mortgages.
The Dems get most of the blame here, but stretched over several administrations. It was a long-time a-building.
Curiously, no one has learned. Today, the Dems are fostering policies that would lead to a repeat of the housing disaster. Rates are kept artificially low to keep the government afloat; the FHA is pushing 3.5% down mortgages; and the new Consumer Protection Board, aligned with Holder's corrupt DOJ, is extorting money from banks and forcing increased minority home lending. That's going to end very badly as soon as interest rates bump up a couple of points.
Obama may have come into office at the outset of the contraction, but his policies will both perpetuate it and encourage a repeat of it.
