Well, apparently you are having difficulty in finding your glutaeus maximus with either hand, figuratively speaking (maybe literally also?); for what we have is, and what you wish for "isn't." Perhaps you were not aware from your social origins and command of the language that there are other meanings for the word "welfare," and that "being on the dole" is not the one intemded by the Founders; and furthermore that the words they had in mind were synonyms like "prosperity" or "success" or "affluence" or literally, "well-being"?
