"A friend of mine, a Hispanic entrepreneur, asked me a question some time ago. He said, 'When is the last time you saw a Hispanic panhandler?' I think it's a great question. I'll tell you, in my life I never once have seen a Hispanic panhandler, because in our community it would be viewed as shameful to be out on the street begging."
That was Republican U.S. Senate candidate Ted Cruz of Texas on "Fox News Sunday." He went on to make the case that Latinos are culturally conservative and economically entrepreneurial.
Just for the record, I've seen a Latino panhandler or two. Or at least I think they were Latino -- I don't usually quiz panhandlers about their ethnic backgrounds.
But Cruz is right that there do seem to be fewer Latino beggars than other ethnicities (though in my experience, Asian-Americans are the biggest shirkers when it comes to creating an ethnically diverse lumpenproletariat), and I think Cruz's pride in this fact is refreshing -- and helpful.
I've been saying for a while now that this is the last presidential election in American history where the GOP will benefit from having a boring white guy as the presidential nominee.
This is not a point about racial animosity toward Barack Obama, perhaps the most exaggerated issue of the last four years. The key, as it relates to 2012, is not the white part of that formulation, it's the boring part. The operatic nature of Obama's campaign in 2008 and his inability to live up to the expectations he set for himself have created a market for bland Mr. Fixit types.
But going forward, the GOP needs to figure out a way to become more appealing to new constituencies, particularly younger voters and Latinos.
Boring white guys aren't great for that project. But candidates like Ted Cruz are.
It's hardly a novel insight that the GOP needs to deal with America's changing demographics. Inside the Beltway, the conventional explanation for how Republicans should do that tends to boil down to pandering and capitulation. For instance, Hispanics care about immigration, we're told, therefore Republicans should adopt the same policies as the Democrats.
The substance of those policies aside, there are political problems with this thinking. First, Republicans rarely if ever win such bidding wars.
Second, there's a faulty assumption here: that various ethnicities, and young people generally, are both monolithic and hardwired to support certain policies and are therefore immune to persuasion.
But young people almost by definition believe in things they eventually grow out of. The same goes for Latino voters, who are not monolithic in almost any sense: racially, ethnically, religiously or ideologically.
For instance, contrary to much of what you've heard in the press, the Latino vote in the United States has been growing less Democratic over the last 30 years, according to Sean Trende, the senior elections analyst for RealClearPolitics.com. Moreover, illegal immigration is nowhere near as important an issue for Latinos (as opposed to Latino activists) as the press makes it seem. In 2008, less than half (46 percent) of Latino voters who voted Democratic told exist pollsters that the issue was either "very" or "extremely" important to them. And nearly a third of Latinos who considered illegal immigration "very" or "extremely" important voted Republican.
Trende argues that most of the Democratic advantage among Latinos can be explained by income. Poor people tend to vote Democratic. There are a lot of poor Latinos in the U.S. Still, if you control for income, the Latino voter becomes less distinct from the average voter.
In short, Latinos lean decidedly Democratic, but they are decidedly persuadable as well. And young politicians like Cruz -- and Sen. Marco Rubio of Florida, also of Cuban descent -- have a better shot at persuading them.
White Republican politicians tend to be terrified of racial and ethnic activists and the journalists who empower them. This results in many GOP pols sounding condescending, pandering or dull when they try to reach out to minorities.
Young, energetic, whip-smart and philosophically coherent politicians like Cruz and Rubio can confidently appeal to Latinos without sounding condescending and without caving to liberal assumptions about how to win over Latinos. They're also harder to demonize.
I mean, just imagine if Romney had mused about the nation's dearth of Hispanic panhandlers.

Ironically, I have also learned that the white dude begging for change on the streets has no clue what kind of social services he may be entitled to.
I do volunteer work, so I come in contact with these folks all the time.

I lived in San Diego for 30 years. Yes there are Hispanic panhandlers and I’m not talking about the ones lined up on El Camino Real in the mornings looking for day laborer Jobs.
I’ve seen more Hispanic panhandlers than black panhandlers — but white panhandlers are the more prevalent.

The hardest working guys I ever saw were Latino waiters in some of the Manhattan restaurants where I used to work. These guys worked like dogs. One guy worked a full month of doubles and this was on his feet, every day, uptempo, dealing with the public, moving the whole time. He was exhausted, but he kept going. I did the same thing, but only for short periods of time.
In all my years in NYC, I’ve never seen a Hispanic panhandler. Never thought about it before. Only whites and blacks do it, I guess.

WASHINGTON, DC (August 8, 2012) A new study from the Center for Immigration Studies uses Census Bureau data from 2010 and 2011 to provide a detailed picture of the nations immigrant population (legal and illegal) by country of birth, state, and legal status. A key finding is that immigration has dramatically increased the size of the nations low-income population. In general, immigrants make significant progress the longer they live in the country. But even with this progress, immigrants who have been in the country for 20 years are still much more likely to be poor, lack health insurance, and access the welfare system than native-born Americans. The large share of immigrants with little education partly explains this phenomenon.
There is considerable concern about issues like poverty and the large uninsured population. But what has generally not been acknowledged is the impact of immigration on these problems, notes Steven Camarota, the Centers Director of Research. Absent a change in policy, 11 to 15 million new immigrants are likely to settle in this country in the next decade and may exacerbate present problems. Immigrants are persons living in the United States who were not American citizens at birth. But until you (and I) and other Euro-American conservatives are willing to openly take up arms en masse, round them up and force them OUT of the country, they won’t be leaving — particularly when the federals do everything to -encourage- the infux.
That “expulsion” isn’t going to happen.
I don’t like it any more than you do.

WASHINGTONThe IRS Service may have delivered more than $5 billion in refund checks to identity thieves who filed fraudulent tax returns for 2011, Treasury Dept investigators said Thursday.
They estimate another $21 billion could make its way to ID thieves' pockets over the next five years. The IRS is detecting far fewer fraudulent tax refund claims than actually occur, according to a govt audit that warned the widespread problem could undermine public trust in the U.S. tax system.
Although the IRS detected about 940,000 fraudulent returns for last year claiming $6.5 billion in refunds, there were potentially another 1.5 million undetected cases of thieves seeking refunds after assuming the identity of a dead person, child or someone else who normally wouldn't file a tax return.
In just one example, investigators found a single address in Lansing, Mich, was used to file 2,137 separate tax returns. The IRS issued more than $3.3 million in refunds to that address.
Florida is the epicenter of the identity theft crisis (a state overrun with latinos---many of whom are Cuban---who are also involved in massive Medicare/Aid fraud). Just three addresses in Florida filed more than 500 returns totaling more than $1 million in refunds for each address.
In another troubling scenario, hundreds of refunds were deposited into the same bank account--a red flag for investigators searching for ID thieves-- who may be filing for refunds for multiple people. In one instance, the IRS deposited 590 refunds totaling more than $900,000 into one account.

REFERENCE US Dept of the Treasury Says Illegal Aliens Collecting Billions in Tax Credits According to the US Dept of Treasurys Inspector General, more than $4.2 billion in additional child credits were paid out in 2010 to illegal immigrants. In 2005, the pay outs totaled $924 million. This program allows low income earners to claim a $1,000 per child credit. $20 billion EITC is estimated to have been paid out to these cunning "impoverished" illegals. Most of them are collecting over and over again-----using multiple identities-----falsifying official apps---claiming children they do not have and/or falsely stating kids are back in their homelands.
REFERENCE ILLEGAL ARRESTED FOR SELLING FORGED W-2 FORMS WITH STOLEN SS NOS
March 8, 2012 KENNER, La. Kenner police arrested illegal Marvin Baca who sold false W-2 forms to another illegal immigrant for $1,500. Baca sold fraudulent W-2 forms for $1,500 to other Hispanics here illegally.
Police said that on one of the forged W-2 forms had a SS no of a person living in Virginia. Police said illegal Hispanics purchase fictitious W-2 forms and file false tax returns with the government to receive EITC refunds. Baca was charged with one count of ID theft and two counts of forgery.
