President Obama is using all the White House weapons at his disposal to woo voters in critical swing states in the campaign's final stretch, announcing a $30 million investment aimed at creating a manufacturing hub in Ohio to help boost technology and create jobs in a three-state region.

Recent polls show the president holding a slim edge over Republican rival Mitt Romney in Ohio, and Mr. Obama and Mr. Romney have crisscrossed the state pitching their competing economic plans.

The new initiative, which White House officials announced Wednesday, creates partnerships among manufacturing firms, universities, community colleges and nonprofit organizations in Ohio, Pennsylvania and West Virginia and will be based in Youngstown, Ohio, an area hard hit by manufacturing-job losses even before the economic recession.

"I'm pleased that we are taking steps to strengthen American manufacturing by launching a new manufacturing institute in Ohio," Mr. Obama said...

I’m sure the constitutional scholar cited the supporting clause or amendment in the Constitution that allows him to spend the public money this way.

I remember the snarky news reporting from the networks when President H. W. Bush went to Homestead Florida just after it had been leveled by Andrew and said, “We will rebuild.”

Expect nothing but silence or glowingly positive reports from those same networks on this.

FDR employed similar tactics to assure his first reelection. No surprise here.

He can announce he’s giving them ten bazillion gazillion but Congress has to approve the money.

Are the Ohioans so dumb as to fall for another round of the messiah’s phoney promises?

In fact, are Americans?

Expect more of this before the election. When Obama can throw money all over
the place to buy votes, he will not hesitate. Who can stop him?

Congress has to approve the money.

As I understand it the money is already there and it's just being redirected.
Congress cannot stop this. They don't have the balls to try either.

This doesn't state specifically but so far he's been doing it through Energy, Commerce and other Depts with guaranteed loans and outright grants.

Recognize that there has been no budget since FY 09. We have operated the government with continuing resolutions since then based on the desires of Obama and the Democrats in the house until 2011 and the Senate till now. The structure of the government associated with the appropriation and funding processes has been corrupted to the point that the executive department is doing whatever it wants with taxpayer money. This is the means by which Obama is really destroying the country. Yes, he is buying votes with our money but because of the situation no one has the means to stop him...
