If 'is' means is and never has been racist, that is not—that is one thing. If it means there is no racism, that was a completely true statement.

“Is” is racist, if and only if the person you’re talking to cannot refute your points and simply wants you to shut up, and insult you at the same time.
It’s just slightly more civilly acceptable than a mooning.
