The fact is that FEMA did take a week to get going in Katrina. It was because the local government and infrastructure was Democrat, from Nagin to Blanco.

I think there was also something said about the feds, by law, not getting involved until requested to do so by the state.

Of course there was. Blanc AND Nagin were the ones that kept FEMA in limbo.
