I read the link but did not see anything about Obama. Is the implication that when a crime is committed, the sitting president is at fault?

I live in the burbs...I do drive in, (never have been a fan of public transportation). but I am not crazy about it. My carry permit does not cover NYC. It is good in the rest of the state however....
Had I been carrying and that had happened to me...I do believe I would have prevented most of the damage to my car and got out of there...or got arrested trying to get out of there...
