They know the facts are completely damning, so they will stonewall until after the election, at which time Hillary will retire from politics. Her career is over as a result of this either way, but Obama still has an election to win, so he puts Holder in charge of the coverup.
If our Congress does not launch immediate hearings, subpoena the State Dept officials, and expose the truth, they are just as complicit in this criminal conspiracy.
