1. Spew out a knee-jerk PC narrative without stopping to discern the facts;
2. Stick with the fantasy narrative, and implement policy accordingly, even as contradicting facts emerge;
3. Watch reality make a complete fool out of you;
4. Persist in the fantasy anyway;
5. When disaster results, blame someone else.
