Obviously the cop who was trapped in the corner, within arm's reach of the perp, could not clearly see what the perp had in his hand so he couldn't risk pushing the wheelchair away with his foot. His only option was to stand there and do nothing. Within arm's reach of the perp.

Both sides become clear when you look through the big end of your binoculars. ;^)

It’s ridiculous.

My grandmother had an electric wheelchair.
It was capable of being moved by pushing as well as using the motor.
And for the dude to follow the cop with his chair, he would have had to either use his hand on a joystick, or push with a leg in reverse.
Either way, he would have posed no serious threat during that action.

As for mentioned 21 foot rule, move the heck away from the dude in the chair.
It isn’t hard to do.

Heck, the hoverround chairs will tip over if pushed from the right direction, instant ground turtle.

Anyone excusing this...
