Youths serving life without parole get second chance in California

(Reuters) - California Governor Jerry Brown signed into law on Sunday a measure that grants juvenile offenders sentenced to life in prison without parole the chance to petition for their release after serving 25 years.

Roughly 300 inmates in California's prison system have been sentenced to a lifetime behind bars for offenses committed as teenagers, according to the bill's sponsor, state Senator Leland Yee, a Democrat from San Francisco.

Those inmates will now be eligible for parole after serving at least 25 years in prison.

The courts can review their cases after 15 years in prison and lower their sentence to 25 years to life if the juvenile offenders demonstrate remorse and work towards rehabilitation.

"The governor's signature ... is emotional for both the supporters and the opposition, but I am proud that today California said we believe all kids, even those we had given up on in the past, are deserving of a second chance," Yee said in a statement.

Who is going to keep a head count of the post release victims and use that as a condition of the viability for this program.

If there is but one new victim, then this so called sympathy fiails.

Who is going to hold them accountable?

Wouldn’t it be a nice bit of irony if ‘Moonbeam’ was the one that originally pushed for Life Without Parole for Juvenile Offenders, now in his ‘2nd chance’ he reduces it to 25 yr and possibility of parole.

These Libs are really ‘great’ but, then again, you must blame the IDIOTS who keep voting for them......

You’re listed as being in PA, assuming your son is/was as well, PA has only executed 3 inmates in over 35 years. All three were in the mid-late ‘90s under Tom Ridge.

All three waived appeals and asked for their sentences to be carried out.

What's that say about the appeals process in PA?

Kali is not in an advanced state of degeneration because PA doesn't execute murderers?

Tom Ridge isn't a liberal moron because the last three people executed in PA were executed on his watch? [Actually, all three waived their rights to appeal at various stages. Had they not done so, there is very little doubt in my mind that they would still be alive. The last contested execution in PA was FIFTY YEARS AGO.]

Not really sure what conclusion to infer from your observation; but PA still has capital punishment on its books. We aren't talking about freeing capital murderers for the sake of giving them a "second chance" (read: a second chance to kill more people.) As long as a person who is on death row stays there, that is a REAL LWOP sentence, not a fake one, as now appears to be the case in your thoroughly debased State.

Second chance for what? Having spent 25 or more years in prison then what are they qualified to do on the outside?

25 years? Good. By the time 25 years are up, maybe they will have killed themselves off.

The gov’s signature indicates it has become law, having reached his desk after passing the state legislature.

I like your thinking. It really frosts me that big hearted pols will introduce/pass/sign legislation that never affects them or those they care about in their own lives, only Joe Schmo out there. And, where are these released perps going to live? In the inner cities, wreaking even more havoc.

How about posting Yee’s home address, phone number, car license number, office number etc. in the prisons so that LWOP-freed felons can come over and stay with him and his family?

Gov. Moonbeam has lots of room in his mansion.
