He does two things here:

1 He is justifying violence by poor people and mocking rich people as being non violent out of greed.

2 He is accusing rich people of doing the equivalent of violence to poor people by utilizing accountants, lawyers, etc. against poor people.

He is quite explicit. He is a marxist rabble rousing kook. There is no other explanation.
