Report: Obama Campaign Soliciting Foreign Donations (Again)
PJ Tatler ^ | October 8, 2012 | Bryan Preston

Posted on 10/08/2012 9:03:20 AM PDT by jazusamo

The Government Accountability Institute released a blockbuster study today on the issue of foreign donations in American politics, and in particular, the Obama campaign. The study determined three key findings:

  1. The absence of the industry-standard CVV and unknown use of AVS anti-fraud security for online credit card donations.
  2. The presence of a branded, major third-party owned website (Obama.com) redirects its 68% foreign traffic to a campaign donation page.
  3. Active foreign solicition using indiscriminate email solicitations and exposure to social media.

The branded site, Obama.com, was created in Shanghai, China, by an Obama bundler, but its present registration information is hidden.

If this story seems like a re-run, that’s because the Obama campaign also disabled the credit card verification system for online donations four years ago .

The Obama campaign had also disabled the credit card verification system this year, and was caught accepting donations from “Aunt Zeituni,” “Adolph Hitler” (occupation: dictator) and “Nidal Hasan.” “Osama binladen” also donated back in April 2012.

To understand how this happens, click on the link to our post from April 2012 . It’s standard operating practice for online donation pages to include the CVV field, which a donor would use to fill in the code on the back of their credit card for security verification. As we demonstrated in that post, the Romney campaign’s donation page included the CVV field, but Obama’s did not.

That doesn’t happen by accident. Having run an online donation page for a political party, I’ve been on the inside of this question. It’s industry standard to include the CVV field; someone typically has to disable that field intentionally. Disabling the CVV field opens the donation page up to accepting money from foreign sources and from identity thieves who may have stolen credit card information from unsuspecting innocent parties.

Interestingly, according to the GAI’s study, the Obama campaign’s online store requires the CVV for purchasing campaign swag.

Accepting foreign donations is illegal. It’s also against federal law to solicit foreign donations. Obama himself has decried the possibility of foreign money working its way into U.S. elections. In 2010, he said that American elections should not be “ bankrolled by foreign entities .” Obama senior adviser David Axelrod even accused the U.S. Chamber of Commerce of accepting foreign donations, and when pressed for evidence, insisted that the burden of proof was on the Chamber, not the Obama campaign. Axelrod presumably would not accept that the burden of proof regarding his campaign’s evident acceptance of foreign donations is now on the campaign.

Powerline , Dan Riehl,Daily Caller,Katie Pavlich,National Review, andHot Air all have more on this story. The Obama campaign says it raised a staggering $181 million in September. But federal law doesn’t require disclosure on donations less than $200, and guess what: Most of Obama’s donations stayed below that mark. This means the campaign doesn’t have to disclose where those small donations are coming from, or who is behind them. Americans have no reason to be confident that the president of the United States’ re-election effort is being driven by Americans donating to it.

We’re on our third iteration of this foreign donation scandal for Barack Obama. It’s about to break into the top five scandals that should sink this president .

Is there a downside to making this illegal? Should a foreign entity really have a say in a sovereign countries elections?

It already is illegal! There is clear intent in the fact they do not require cvv codes for donations yet they most certainly do require cvv codes to buy merchandise

Katie Pavlich is reporting on Townhall that foreign bloggers posting links to Obama’s solicitation websites have openly stated they are contributing even while acknowledging that it's illegal to do so.

FEC should freeze the accounts for say about 90 days while they investigate. I know it's just a dream, but I sincerely hope it results in serious criminal action against Obama and his criminal network.

There was an article on Drudge about this donation scandal the day after the debates, blaming the fact that Obama had just learned of an investigation into the use of untraceable pre-paid credit cards for donations, hours before the debate and that he was distracted.

Correct, this is politics 101 but Obama and his brazen Chicago style politics thugs don't give a hoot if everyone knows exactly what's taking place. The number one law officer in the country is in Obama’s back pocket, birds of a feather.

Oompa Loompa, do-ba-dee-doo,

I’ve got a perfect puzzle for you.

Oompa Loompa, do-ba-dee-dee,

If you are wise you’ll figure out me.

What do you get when you lack oversight?

Democrats running wild and government blight.

What are you then if you would rather cajole Dems?

A failure of a Speaker who embraces mayhem.

I don't like the look of it

Oompa Loompa do-ba-dee-da,

Given testicles leaders will go very far.

You will live in happiness too,

Unlike the testicle-less oompa loompa do-ba-Boeh-ner-dee-doo.

The lack of a CVV2 field on the Obama for America website is very suspicious. CVV2 is the 3-digit or 4-digit number on the bank of your credit card that you enter for a card-not-present purchase (e.g,, Internet or telephone). CVV2 is required by PCI regulations for all card-not-present transactions to prevent fraud. Failure to submit the CVV2 for a CNP authorization results in the merchant bank laying out huge non-compliance fees.

If a card taker (merchant) doesnÎÎt enforce AVS or CVV2 the credit card transaction is called ‘non-compliant’. Non-complaint transactions typically have a much higher discount rate than compliant transactions. A typical discount rate for compliant transactions is around 2.4-2.9%. If the card is from overseas it is called ‘international non-compliant’ and it goes even higher; the discount rate can shoot up to 7-10% per transaction.

An intrepid reporter could ask whether Obama’s merchant bank is actually assessing those penalties, or if there is a special agreement in to waive the penalties and if that constitutes an illegal payment-in-kind to the Obama campaign.

We’re talking tens of millions of dollars. It would make the Clinton-era China scandals look like stealing lunch money.

The key to uncovering this scandal is finding the identity of the bank. Îve been searching high and low since the whole AVS thing broke in 2008 and nobody seems to know.

And if it turns out that the mystery bank is actually in Shanghai or China..

The gift that keeps on screwing the USA... President Obama and his ability to cheat and lie his way for re-election. It no surprise that this issue is back in 2012.

What about Vera Baker. I think she was involved in 2008 in the Credit card scam and then disapared.

Where is Boehner at lol? Any fool should be criticized, even the ones who are Republican. We have foreign journalists writing columns about how they have donated to Obummer campaign, yet crickets from defenders of the Free Republic establishment brigade, can't explain your fascination with incompetence, please explain your part of the equation.

Let me explain my reason, because he is the only Republican/elected official who can make life unpleasant for the dems yet you continually attempt to defend Obama's golfing bud, the leader of the milquetoast gang.

Don't know why you think Boehner is the silver bullet.

Everytime Boehner speaks the MSM is all over him and conservatives turn on him immediately (case in point...you call him Obama's golfing "bud" yet he golfed with Obama exactly once).

Boehner is right where he should be. He's crafting the legislation which will pass in the first 100 days under a Romney Presidency.

He is the second most powerful man in DC. Needs to act like it, read the frickin Constitution will you.. Tip O’Neill sure as hell did and created chaos in the Reagan White House. Pelosi created havoc on Bush. The “we are scared of the media” ruse is a pathetic excuse btw, makes you look even more foolish considering the advertising rates nowadays.

Actually, Bush got the better of Pelosi most of the time.

If she had had her way we wouldn't have had 1/10th of the WOT funding we had. The only way she got ahead was by having the MSM do her dirty work.

Reagan got his way with O'Neill as well. I don't think O'Neill is a good example for you. He fraternized quite a bit with Reagan. Boehner plays golf once and you hold it against him.
