The part of this article that got my attention was the part in red. Mitt Romney has said publicly that Joe Biden was not sober? That is what I thought the night of the debate.

... argues a good point. Biden is brain damaged. The older he gets, the more evident it is to see the devastating effects of his brain damage.

Sober was a well chosen word Synonyms for it include: Clear headed, moderate and restrained. This way Ro0mney gets his message out but can allude to meaning one of the other words.

Sober can be used as an adjective describing demeanor, in which case it implies "serious" rather than "not physically intoxicated."
