I just looked it up, one spoke for 60 minutes, then the other spoke for 90 minutes and then the first rebutted for 30 minutes. No mention of a moderator.

Every thing will be against him; analysis of all prior "town hall" presidential debates shows a clear bias in questions towards the liberal view. Candy Crowley will advocate for Obama; after all she described Romney's choice of Ryan as a "death wish." The post-debate analysis is already prepared to launch a "comeback kid" storyline for Obama.
Expected 47%, vulture capitalism & Bain, exporting jobs to China, millionaires and billionaires, fairness, tax returns, 'war on women', supposed 'gaffes' like Libya and anything else to be thrown his way.
Romney does not have to WIN this one while Obama cannot underperform in the slightest.
