I think he’s had a series of strokes and now he has brain damage. The Obama campaign knows it but they don’t want to be cruel and dump him in the middle of the election.
They use Biden to try to make Obama look good.

Both Biden and Obama want to be popular, so they’re habitually looking for a way to make a lite-hearted reference. Unfortunately, they don’t switch modes when the topic gets serious.
When Obama made the ‘not-optimal’ reference, he paused after Stewart had introduced the term, tried to think of a cute way to respond (I’m not kidding here), and actually broke into a smile for a split second, as he settle on how he would respond, and thought, “Oh yeah, this is clever.”
The smile was only there for a split second, but you could tell he was trying to make the cool comeback, and thought he had come up with it.
He used the same term because Stewart had introduced it. Wanting to be seen as cool, he just stuck with it.
He smiles at the worst of times. Biden smiles at the worst of times. Nothing is serious. It’s all about being cool, one of the boys, a guy that’s with it.
I’ve said many times that Obama is stuck at nine years old. Seven to nine years old is when kids switch out their need for positive reinforcement to peers. The folks just aren’t that cool, and my real goal now is to be popular among my peer group.
Obama and Biden are stuck at nine years old in this aspect of their personalities.
Popularity drives them. They’re children. They’re needy. And child-like people are the ones who support them.
Well, I’m not smiling.
Biden and the other fellow behind the speaker are trying to get the audience to sit down. I suspect the speaker meant to do this before beginning of her speech but she forgot to do this. It’s awkward but not anything worse.
He’s not laughing at breast cancer as a subject or trying to clown it up behind the speaker.
Look, I think Biden is as big a buffoon as most of you but when stuff like this is circulated I don’t think it helps our cause at all.
Want to pick on Biden? What about his comments about soldiers in Iran when he meant Iraq? I’d rather criticize him for that than this.
That was his joke. Looked like he was channeling Benny Hill.
Yeah we know, the press is totally unbiased.
