The name Quarles rings a bell as far as shady dealings in that passport office. Leiutenant Quarles Harris, Jr. was also involved. He was shot dead sitting in his car outside a church. “Leiutenant” was his first name and is spelled correctly as that first name. He was not a lieutenant.

     According to a statement of offense, signed by the defendant as well as the government, Quarles worked from September 2007 through March 2008 for the Department of State’s Bureau of Consular Affairs. He was a member of the student work program, assigned to the Washington, D.C., Passport Office. His job responsibilities primarily consisted of destroying old passports and passports that had been reported lost or stolen. Part of the process entailed accessing files of individuals whose passports were being destroyed on a State Department database.

     During his time on the job, Quarles agreed to engage in a conspiracy in which he and others used, without authorization, stolen credit cards to purchase goods and to obtain funds. The scheme’s participants included a mail sorter for the U.S. Postal Service, who stole envelopes that he suspected contained credit cards. The names on these cards were passed along to Quarles, who used the State Department database to retrieve information that helped activate the accounts.

     With the accounts activated, Quarles and others used the stolen credit cards to purchase goods and obtain funds in the District of Columbia, Maryland and other jurisdictions. All told, the conspirators completed transactions totaling at least $71,774 to obtain cash, jewelry, high-end electronic equipment, gift cards, and other items. During the scheme, Quarles and others also unsuccessfully attempted to conduct another $133,494 in transactions.

WASHINGTON – Rodney P. Quarles, Jr., 26, of Charlotte Hall, Md., pled guilty today to a federal charge stemming from an identity theft scam in which he and others used stolen credit cards to make more than $70,000 in purchases, announced U.S. Attorney Ronald C. Machen Jr., Gary R. Barksdale, Inspector in Charge, Washington Division, U.S. Postal Inspection Service, and David Beach, Special Agent in Charge of the Washington Field Office, U.S. Secret Service.

Quarles pled guilty in the U.S. District Court for the District of Columbia to a charge of conducting illegal transactions with credit cards. He is to be sentenced Jan. 11, 2013, by the Honorable Richard W. Roberts. The charge carries a maximum statutory sentence of 15 years in prison and a fine of up to $250,000. As part of his plea agreement, Quarles agreed to pay $71,774 in restitution to Chase Bank USA NA.

They also praised those who worked on the case from the U.S. Attorney’s Office, including Paralegal Specialists Carolyn Cody, Tasha Harris, and Lenisse Edloe; Victim Advocate Yvonne Bryant; Assistant U.S. Attorney Catherine K. Connelly, who investigated the matter, and Assistant U.S. Attorney Matt Graves, who has investigated the matter and is prosecuting it.

The Dept of State is clearly downplaying the damage he’s done-——his activities at State gave him access to valuable info.

How many identities did this scumbag steal?

How many criminal records does he have?

How many other govt checks is he (and his multiple identities) cashing?

Such as-—state govt UI checks and welfare checks, federal disability checks, EITC refunds, phony tax refunds, multiple govt pension checks, etc, etc, etc.

God knows how many financial bombs he planted in govt budgets while working there. And how much money he’s laundering-—and wiring into secret offshore bank accounts.

A young UJA-Federation clerk apologized and wept as she was sentenced to at least six years in prison for selling the personal financial information of donors, including billionaire investor Ira Rennert and former AIG CEO Maurice "Hank" Greenberg. Tracey Nelson, 25, had worked three years processing donations for the noted Jewish charity, Manhattan prosecutors said.

But she moonlighted as a key player in a 55-member identity theft ring that stole the financial info of some 1,000 victims, they said. A search of Nelson's home turned up hundreds of copies of checks and credit card numbers of UJA donors, prosecutors said. Nelson sold the donor info to others in the ring who used it to order duplicate credit cards or to create and then plunder dummy accounts in the donors' names.

Amazingly, Nelson, who is the mother of a young boy, filed for and collected several UI checks after UJA canned her last year -- even though she'd been tossed in jail. The checks were quickly halted when the authorities got wise, officials said."She thought she was entitled to them," in jail, her lawyer, Raymond Castello, explained to Manhattan Supreme Court Justice Analisa Torres.

"I am saddened and remorseful for my past actions," Nelson said at the sentencing, directing her apology to the judge, her family and "the people of UJA. "My problems started because of my financial needs and wanting to better myself," said Nelson, who had pleaded guilty to grand larceny earlier this month. UJA-Federation authorities have stressed that no donor suffered financial losses in the massive scam."If there was any doubt that identity theft is a serious crime, today's sentence removes it," DA Cyrus Vance said in a written statement."When individuals abuse a position of trust for personal gain, they cause financial damage to banks and deprive victims of their good credit, their time and their peace of mind," he said.

Banks and credit card companies were the real victim of the ring -- eating more than $2 million in losses as they reimbursed those whose identities were stolen, prosecutors said. Charges are still pending against accused ring members Millar, a Brooklyn Audi salesman charged with stealing customer financial information, and Nicola Bennett, a property management company employee charged with stealing the financial information of apartment owners whose maintenance payments she handled.Three Chase Bank tellers were also recruited into the ring and were charged with helping ring members get around the banks' anti-fraud systems.

From February 2012: Rodney Peter Quarles, Jr. Arrested For 9 Tire And Rim Thefts In Waldorf, Md.

WALDORF, Md. (WUSA) -- A Charlotte Hall man is accused of nine tire and rim thefts that occurred between March and January in Waldorf.

Twenty-five-year-old Rodney Peter Quarles, Jr. was arrested following a rim theft and police pursuit in January. According to sheriff's office authorities, an officer with the Charles County Sheriff's Office was patrolling Bensville Road on Jan. 31 at approximately 2:40 a.m. when he spotted  a Chevy Tahoe and a red car parked at Bensville Park, which was closed. He tried to stop the vehicles, but both took off in different directions.

The officer lost sight of the passenger car but followed the Tahoe onto Route 228 toward Prince George's County. Other officers joined the pursuit and stop sticks were deployed, say sheriff's office authorities. The Tahoe hit the stop sticks, and went into a ditch, say authorities. Quarles, the driver, tried to flee on foot but was caught.

He was arrested for fleeing and eluding police. Then, officers found four GMC 20-inch chrome rims with tires in the back of the SUV, say sheriff's office authorities, along with a ski mask, an auto jack, lug nut tools and landscaping bricks. Officers believed the last items suggested the wheels were stolen but they didn't know the victim until later.

Quarles was initially charged with fleeing and eluding police, failing to obey a lawful order and resisting arrest and then released on bond.

Then, hours after his arrest, someone in the 7900 block of Monarch Street in White Plains reported that 20-inch chrome rims and tires were stolen from her GMC Yukon, which had been on landscaping logs. The victim later identified the rims and tires from the Quarles's SUV as her own.

Quarles was arrested again and charged with felony theft, rogue and vagabond and fourth-degree burglary. He was again released on bond.

Officers later determined that he may be involved in eight other tire and rim thefts between March 23 and Jan. 10. On Feb. 8, Quarles was arrested again charging him with seven counts of theft valued between $1,000 and $10,000, theft valued at less than $1,000, three counts of fourth-degree burglary, and eight counts each of possession of burglar's tools and rogue and vagabond.

He was released on a $20,000 bond.

Did a quick freebie search for any connection between Quarels Harris’ mother Cleopatra Harris
(Quarels may be a family name, grandpa’s maybe? The guys are maybe cousins?) and this Rodney Quarels and didn’t find anything but that doesn’t mean anything. Must be another one of those coinky dinks of hussein’s, huh. Black guys with the same uncommon name of similar ages from Maryland/D.C. area both involved with identity theft and have arrest records and connected with the passport office during the exact same time period (March/April 2008). How the heck does Rodney get hired at the Dept. of State’s Bureau of Consular Affairs? Even on a student work program, it doesn’t make sense they didn’t run a background check unless it was total stupidity or a set up. Naw, it’s nothing, move along, nothing to see...

This is the “church” where the first guy, Quarels Harris was shot. Looking at google maps (image date July 2009), it’s a house with no indication it’s any other than a house. However, if it was a “church” in April 2008 when Harris was shot and the link above showing it’s currently a tax exempt “church”, well, then it’s a “church”, right?

However, if it was a “church” in April 2008 when Harris was shot and the link above showing it’s currently a tax exempt “church”, well, then it’s a “church”, right?

Tried to post yesterday but FR was down.

Upon closer inspection, the house has what looks like two posts in the front yard that may be sign posts. Also, just because Harris was shot there, it could have been the convenience store our auto shop across the street that was a meeting place if he was there to exchange credit cards or whatever he was up to. Still, very hinky.
