Read the whole thing at the website. It is quite informative. Antonin Scalia effectively codified the unique independent power of the Fourth Branch into the hands of all citizens sitting as federal grand jurors.

Of course these clowns were not Federal grand jurors, but make believe grand jurors. Whose authority is similarly make believe.
