actually, we helped them after their earthquakes, so they owe us...
However they do have a bit of expertise in cleaning up oil spills (Saaddam did do that during the war in the 1980’s)...
On the other hand, for earthquake help, the Israelis are better.
the real question is if this is propaganda, or a real offer for help. Iran is not a monolith, but a fragmented bunch of people with the Mullahs on top.
