This year, Russian schools started offering courses in the history of world religions, like Orthodox Christianity and Buddhism; a course on secularism is also offered, reflecting attitudes fostered during the era of the communist Soviet Union.
In Chechnya the lines between history of religion and religious education are being blurred. Dzhabrailov, who says he is deputy director of his school's spiritual-moral department, says the programme is implemented in Chechnya with materials prepared by local religious leaders.
Although officially not mandatory, students and teachers say all pupils are obliged to take the course on Islam, which focuses on the history of Islam and how to behave as a Muslim. Russian media reported that between 99 percent and 100 percent of Chechen students are taking the class. ....
Last year Chechnya's leadership said it wanted state workers dressed in "Muslim clothes", including the hijab for women. They insist it was a "recommendation", but it is strictly followed. ....
Like many buildings in the Chechen capital of Grozny, School No. 20 is sparkling new.
The city was almost entirely rebuilt after the two wars that nearly destroyed it. With Kremlin funds, the city is now spotless, and construction projects like business centres and hotels are sprouting, though rarely occupied.
A big new mosque occupies a prominent place.
In schools the dress code for girls is a headscarf.

So like what happened to those 300 kids that were slaughtered by the Chechnians? Did Russia retaliate? Not a word heard about ti.
Before you go too far down that road. Remember that when the Russians have to fight in Chechnya, we in America and the EU screech to high heaven, organize the UN against them, try to aid the Chechyns any way we can.
We believe that magically, the Al Qeida inspired Chechyns, the Kosovars, etc, ad nauseum will be filled with gratitude and be our friends.
The world would be a better place had we supported the Russians against the islamists. Russians are astounded that we support islamic terror there, and fight it a few nations east of there.
Okay, well, so where was the justice for those slain kids?
The main revenge is in fact that Chechen jihad failed. Modern Chechnya is part of Russia, and it lives under Russian laws. Since Russian laws allow schools to teach religion, they do so in Chechnya and elsewhere. Better them learning Koran in controlled conditions rather than at underground gatherings of jihadis. Perhaps one would wish that they'd not learn Koran at all, but that's not how things are in that part of the world.

The following people were named by the Russian government as planners and financiers of the attack:Shamil Basayev – Chechen rebel leader who took ultimate responsibility for the attack. He died in Ingushetia in July 2006 in disputed circumstances.
Kamel Rabat Bouralha – British-Algerian suspected of organizing the attack, who was reportedly detained in Chechnya in September 2004.
Abu Omar al-Saif – Saudi national and accused financer,[160] killed in Dagestan in December 2005.
Abu Zaid Al-Kuwaiti – Kuwaiti national and accused organizer, who died in Ingushetia in February 2005.
Shamil Basayev claimed responsibility for his group. KGB (FSB) blew him up. Parts of him were scattered over a mile. Numerous others in his group have been assassinated in FSB hits. There have been sustained army attacks against the areas they came from in efforts to suppress the movement. Most of the attackers died in the ill-fated rescue attempt.
Oh, it is forbidden to build any new mosques in Moscow.

The bipartisan Council will be composed of ten State Governors WHO WILL BE SELECTED BY THE PRESIDENT to serve two year terms. In selecting the Governors to the Council, the White House will solicit input from Governors and Governors’ associations. Once chosen, the Council will have no more than five members from the same party and represent the Nation as a whole.
Federal members of the Council include the Secretary of Defense, the Secretary of Homeland Security, the Assistant to the President for Homeland Security and Counterterrorism, the Assistant to the President for Intergovernmental Affairs and Public Engagement, the Assistant Secretary of Defense for Homeland Defense and Americas’ Security Affairs, the U.S. Northern Command Commander, the Commandant of the Coast Guard, and the Chief of the National Guard Bureau. When Putin appointed those “governors” (who are not the same as a governor in the USA) they are voted up or down by that regional legislative body.
If you can read, you might see that a national government centralizing power by coopting regional leaders was just done here two years ago. The ten governor council, that decides matters of national guard policy, Homeland security, fusion centers, etc etc., is ALL APPOINTED.
The other 40 governors have to live with their decisions.
In a “national emergency”, the nation is suddenly devided into ten districts.

You might consult your map. Russia has a hUGE muslim population. It is a problem similar to the Mexican citizens and culture that lives here.
That population cannot be eliminated short of a genocide that would make Stalin (A dictator in the USSR) blush. So the option of appointing someone he can control to some degree, and trying to have islam taught and administered by people who hold some degree of loyalty to the russian federation is not THAT nutty.
The alternative is to let the Wahabbists move in and run it all with sharia and masaadras.
A better measure of the current Russian mentality is the banning of all new mosques in Moscow.

KGB Putin appointed as President of Chechnya the jihadist son of the Chechen mufti Kadyrov who said that each Chechen should kill 150 Russians. Putin's stupid and cowardly policies of appeasing the islamist dictator Kadyrov as well as his support for genocidal ethnic separatists in Georgia have advanced the cause of ethnic separatism throughout the entire Caucasus region.
