I looked at the Richmond VA precincts and Obama won about 1000 to 7 and 8 in two cases. Based on that, I have to say Philly shows remarkable "unity". I don't think it is possible that roughly 400 out of 400 would have that unity 59 times out of 1600 without influence.
There are a couple possibilities people have mentioned in the thread. The one that seems plausible because it is simple is to "guide" some voters through the voting process. The majority will nod and do what they are supposed to. The ones that don't would get an assistant to point out which buttons to press.
I did not read that there was 100% turnout in any of the 59 divisions. The article is very poorly organized, but there is no indication there or any other article of 100% turnout which would point to fake voting. The highest I've seen in Virginia is 70% of adults voting in Petersburg (mostly black). I don't know the numbers percentages for registration of adults, but considering one can register just about anywhere here in Virginia, a high registration rate seems likely.
