House Votes to Seat McCloskey : Republicans Stalk Out, Boycott Swearing In

WASHINGTON — Republican congressmen angrily walked out of the House chamber Wednesday after the Democratic-controlled House voted largely along party lines to award Indiana's 8th Congressional District seat to Democratic incumbent Frank McCloskey over his Republican rival, Richard D. McIntyre.

The House action, by a vote of 236 to 190, climaxed four months of bitter wrangling between Democrats and Republicans that had brought legislative business to a halt for the last week. All 236 votes for McCloskey were from Democrats, but 10 Democrats joined 180 Republicans in voting against him.

Republicans accused their opponents of "abuse of power" and "legislative tyranny" in seating McCloskey, who had been declared the loser last year by 418 votes on the basis of a state-certified recount.

The vote capped the second straight day of rancorous debate on the House floor. On Tuesday, Democrats beat back a Republican effort to declare the hotly contested seat vacant and to call a special election.

In 1985, the House Democrats voted to ignore the state certified election results and to award the congressional seat to the Democrat who actually lost in the state's certified election results.

The House Republicans should follow the example set by the Democrats and vote to seat Col. Allen West. I know that I may be foolish to hope or expect the Republicans to do only what the Democrats did when they had the power, but we can hope.

This is all new to me.

Do you mean to say a Republican won an election, the democrats didn't like it, started a Congressional fight and finally just said "screw it .. he's IN" ... and that's it ?

Of course they care, they definitely do not want Alan West back in the House. They went to a lot of trouble the Gerrymander his district to make sure of that.

Basically, yes. The House did it's own "recount" of the election results, several times, changing the rules between each "count", until they got the result they wanted. It was just Kabuki Theater, because the result was already decided, the 'Rat was going to "win". Here is an example. After one count, the 'Pub was still ahead. Okay, said the 'Rats, we'll have another count, this time changing the rules. The rule they changed was that the ballot instructions for hand ballots said "Mark Within The Square" next to the name of the candidate for whom you wish to vote. If the voter made a mark that strayed just a little bit outside the square, the ballot was tossed. They played those kinds of games until the numbers favored their candidate, by all of four (yes, count 'em, four) votes. The House makes it's own rules as to who is seated. Not a lot of people know that. The actual election itself really doesn't count, at least in a close race where cheating can determine the outcome. And the 'Rats are much more accomplished cheaters than the 'Pubs.

Could be, if he was in the House leadership at the time ('84 election). Basically O'Neill and the rest of the 'Rat leadership set it up. They had a token 'Pub on the "Recount Committee" just to say they were being inclusive, but of course the 'Pub was outvoted 2-1 on everything. They were just determined that McCloskey was going to be "re-elected" no matter what.

The rest of the story is of course that once the 'Rat got back in he was there for a long time. McIntire tried a re-match in '86 but naturally was wiped out by the 'Rat sweep that year that hobbled Reagan's last two years in office. Reagan personally campaigned for him but was not on the ballot so no coattails to ride. It took the 'Pub tidal wave in '94 led by Gingrich's Contract With America to finally dig the 'Rat out of it's hole.
