It was my experience that the local police were responsible for securing the outer perimeter, and that the Marine Security Guards were responsiblle for the embassy buildings inside the wire.

I walked past the US Embassy in Tel-aviv last year and the Marines were not in sight. The security personnel (not in IDF uniforms) in sight were armed with M-16s, could not tell the agencies.

Do not take photos of the US Consulate in Jerusalem, you will be forced to erase any photos of it by Israeli security personnel.

The way most embassies are situated is that they have local, (private or host nation) security that secures the exterior of the embassy. As far as I know , the Marines are still tasked with securing the embassy grounds, proper. Unless things have changed recently.
