‘Kill List’ rule book may be coming soon to the White House Situation Room

The White House "kill list"--a regularly updated chart showing the world's most wanted terrorists used by President Barack Obama during kill or capture debates--may soon be getting a rule book to go with it.

According to the New York Times, the administration--faced with the possibility that President Obama might lose the 2012 election to Mitt Romney--"accelerated work in the weeks before the election to develop explicit rules for the targeted killing of terrorists by unmanned drones, so that a new president would inherit clear standards and procedures."

Until now, President Obama has had the "final moral calculation" overseeing the "kill list," the existence of which was first revealed in May in the wake of a drone strike that killed an al-Qaida leader.

But according to the paper, administration officials are looking to curb the power of the commander in chief with the rule book:

"There was concern that the levers might no longer be in our hands," said one official, speaking on condition of anonymity. With a continuing debate about the proper limits of drone strikes, Mr. Obama did not want to leave an "amorphous" program to his successor, the official said. The effort, which would have been rushed to completion by January had Mr. Romney won, will now be finished at a more leisurely pace, the official said.

Earlier this year, critics of the "kill list" launched a petition on the White House website to create a "Do Not Kill" list to protect U.S. citizens from drone strikes by their own government. The petition, though, failed to meet the 25,000-signature threshold required to get an official response from the White House.

How thoughtful of Dear Leader. Even though the petition did not meet the threshold he has given a response:

0bama wanted to shield himself from criminal prosecution after leaving office. 0bama could give a f--k about clear standards and procedures otherwise.

Under Obama it is quickly becoming safer to not live within the US. At least if you are outside the US, there is a chance that the local government might try to protect you or at least raise a stink after the fact.

I'd rather have the "kill" decision made by the President than by some bureaucratic underling. The problem is not with the kill list but with the President we have. We can't trust him to use his power wisely.

This is what comes to my mind when I think of this administration hidden away safely in the White House Situation Room with a drone circling some remote village and a ‘kill list’ drawn up by valerie jarrett,

Oh, so it's ok when you do it that way, just not for anyone else? F'ng hypocrites. You are everything you accuse the other side of being. Everything. As discussed in another thread, my bug-out-bag isn't for natural disasters, it is for when my own government comes after me just for loving freedom and liberty.

The updated Kill List to include all those who signed the secession poll on www.whitehouse.gov, who so thoughtfully provided their IP addressess to Dear Leader.

It will also include the membership list of the NRA and GOP. If you think those lists are protected, think again.

what a load of crap. The drone program started before Obama and Obama simply continued it. If Romney had become President he wouldn’t have needed Barack’s rules on how to “carry out kills while President is on golf course”

In the near future, micro-UAV’s will experience the most growth in the defense industry, as their surveillance capabilities will be highly sought after in a world of asymmetric warfare.

Furthermore, micro-UAV’s will develop the capability to execute lethal force on the battlefield, as infantry and special operations forces develop an acceptance of unmanned technologies. This shift will initially be imperfectly implemented though, as a learning curve exists at the senior leadership level of the military and the Department of Defense.

Consider Figure 2 from a recently declassified Air Force Report, which details the MAV capabilities that are desired in the future: (see figure page 7)

ii. Strike Capability

Another capability that we examined in depth was the ability of a MAV to execute lethal force. We began with the hypothesis that in the near future increased payload capacities would allow MAV’s to deploy some specially adapted weapons system. Our most recent research illustrates that although there is a desire to weaponize MAV’s, payload capacity is not increasing fast enough to make this a reality. Thus, AeroVironment led an effort to develop a small unmanned aerial system referred to as the Switchblade (pictured below), which is small enough to be carried in a backpack, can be launched into the air through a tube, can stream real-time video, and carries a small warhead that explodes on impact. Thus, the system is designed to be a small, unmanned Kamikaze capable of eliminating small groups of individuals and light vehicles. AeroVironment received $4.9 million for this project in 2011 from DARPA, $5.1 million from the U.S. Army on March 20, 2012, and the company predicts that the device will be carried by American soldiers in 1-2 years [10].

This prediction, with regards to UAV’s, is in line with the Unmanned Aircraft Systems Roadmap released by the Department of Defense, which predicts that the Predator and Global Hawk platforms (the major full size UAV systems used today) will be in service until 2030. (see future UAV roadmap page 10)

I think there is suspicious that Obama supporters have been deliberately messing with petitions by splitting them up so the signatures don’t reach the needed level.

Perhaps... Don't forget that the late and unlamented Yasir Arafat 'won' the Nobel Peace Prize as well. I would not doubt that *he* had a kill list as well...
