Like the Commonwealth of MA, the Commonwealth of VA has greatly disintegrated in recent years. There a Moran is worth a Kennedy in MA. I would imagine VA is trying to apologize for having voted for Nixon all three times he ran for President.
More liberal “civility”
As you of all people should by now know, that since the young Moran is a Democrat, all he was doing was offering a young lady a remarkable opportunity for personal growth through physically intimate personal interaction. The judge was correct in chastising the young Moran for somewhat excessive zeal, even if correctly directed.
