However all joking aside, the Refunds are money that is supposed to be returned for overpayment, but has most likely already been spent somewhere during the year - so yes - I believe that is “created money”.
It’s not like we’ve had a balanced budget or even a GDP surplus to actually pay back those who budget for a “refund” - for a looonnnnggg time.
