Why is nobody ever around to shoot these people when they trespass like this?

It amazes me that our representatives at every level continue to thrown OUR money at the these greedy public servants - particularly the teachers racket.
In any other business, the efficient, innovative and productive survive. With public unions - the opposite is true.
