An 18-year-old California man was shot dead by police last week while he was handcuffed and on the ground. Police say he was carrying a loaded handgun.
According to a statement issued by the Riverside County Sheriff's Department, officers responded to a "gang-related 'man with a gun'" call in Moreno Valley at 8:38 p.m. on Friday, Dec. 28.

The sheriff's statement continues: "As this was occurring, an additional officer arrived on scene and observed the subject roll onto his side. The initial officer backed away from the subject and announced that the subject had a gun, at which time an officer involved shooting occurred."
The deceased has been identified as Lamon Khiry Haslip, 18, of Ontario, Calif.

I would suggest that you watch the "parking lot scene" in the move "Hollywood Homicide".
It's supposedly based on a true incident, according to what I read on IMDB.

You consider the cops the GOOD guys?

Any sane level of training is “cuff, then search”. The point being that as you are bending around, reaching down to his ankles, etc. you are at a disadvantage. Against a wall even helps the bad guy more. He has a stable platform from which to resist, and the cop is off balance, bent around, reaching down, all with a holstered gun out there begging to be grabbed. Remember, one hand would be holding the bad guy, and one is searching. The boad guy uncuffed has a golden opportunity to try to disarm the cop.
Cuffing mostly negates this disadvantage. Considering that large numbers of cops are shot with their own gun, this is no small thing.
And as for checking someone. Anyone who searches people for weapons on a regular basis will tell you things get missed. As the bad guy is turned over to another cop, say for transport, the new cop does his own search. It’s amazing how often the second or third cop finds something the others missed.
As for this skinny 18 year old gang member, they can almost seem to have no bones and yes can indeed kill while cuffed.
A man named Sgt Joe Harris was killed in Jemez New Mexico by a handcuffed man, as he conducted the search. Though in handcuffs, he produced a gun and shot him. There just isnt enough info to hang this cop yet. Seems like a goon surprised him with a gun, and they shot him.
It’s BS for some to cast this mexican gang member as hapless “gun owner”.

They both often do manke sense, some because handcuffed people sometimes have the alarming habit of producing a gun and shooting.
The other because police typically move up and cuff those who they have just shot. The reason being the “dead” people who turn out not to be so dead, or may faking being hit. It’s a dirty world out there sometimes.
Assuming the gun was on him prior to his being shot. Throw down gun maybe?

Mind you, I have a healthy suspicion of their qualifications, just not their intentions.

Dunno. The cops usually have a good we shot the dude because we were threatened statement on hand. I haven’t seen one yet.
The story makes me doubt he even had a gun. They probably dropped one on him after the fact.
