An 18-year-old California man was shot dead by police last week while he was handcuffed and on the ground. Police say he was carrying a loaded handgun.
According to a statement issued by the Riverside County Sheriff's Department, officers responded to a "gang-related 'man with a gun'" call in Moreno Valley at 8:38 p.m. on Friday, Dec. 28.

The sheriff's statement continues: "As this was occurring, an additional officer arrived on scene and observed the subject roll onto his side. The initial officer backed away from the subject and announced that the subject had a gun, at which time an officer involved shooting occurred."
The deceased has been identified as Lamon Khiry Haslip, 18, of Ontario, Calif.

“... put you against the wall, frisk you then handcuff you”.
Generally.. if there are more police vs. suspect(s). However, it can occur to secure the prisoner first (especially if someone is resisting) and then you handcuff.
I’ve never said the kid is a good person or innocent. The issue i have here (this site) is the knee jerk response to defend any and all actions by police officers.
Someone said “man with a gun” but was there actually a gun present?

My point being when cops are dealing with drug-dealers or gang-bangers, I’m on the cops side. Every time. It’s kind of like when our soldiers are dealing with terrorists. I’m on the soldier’s side. Every time.
Hello neighbor Thomas Thomas we chatted a bit here at FR a number of years ago I recall.
We are West of Moreno Valley between Woodcrest, and Perris.
We don’t take the local paper since early 1990’s. Got tired of having to walk down the drive to the dirt road to find a paper soaked in mud time after time. Told them, their company, and yet they still tossed the paper in the mud, so don’t get it anymore. Used to read it online, but they kept jacking around the site, and I gave up on that.
It’s better for me to read at FR, and go to Genie’s Doughnuts at the Stater Bros. Center in the late morning to get the local news from all the old geezers like me that meet there to read, and curse the newsmakers.
Obviously the one the police had, and used, was there.
It seems pretty well divided in my experience.
