At minimum, I’d expect them to come up with some pretext about bureaucratic requirements.”
Hmm, I think they would do whatever he directed them to do because not to would “risk their lives”. I think they would fear him more than fear someone/thing else. He won’t stand for someone to object.
The BATF agents who attacked Mount Carmel Center weren't attacking David Koresh et al. because they thought he was dangerous, but because they believed he wasn't (I'm unaware of any evidence that any of the dead agents weren't killed by other BATF agents--the BATF certainly fired enough bullets blindly through the thin plywood walls to account for all the casualties). I really don't think agents are going to be very keen to try that type of raid on large numbers of people who might actually resist them. I suspect they'd rather resign first--on the basis of self preservation if not principle.
