Walmarts is a smart capitalist company. They are not going to intentionally miss out on millions on the sale of legal goods.

Walmarts (sic) has become a politically correct company and is perfectly happy to miss out on minor profit opportunities to appease their liberal overlords. Zoning decisions and building permits depend on government approval and are infinitely more important to the company than a few pallets of ammo. Why don't you stop it at a WalMart yourself and find out when you can expect the next shipment of 22LR?

Me and local Walmart (what, don’t you like the holders people’s term Walmarts?) have plenty rabbit rounds. Its the bigger stuff they sell out so fast.

The company may be calculating, but unlikely “cowering” as you assume. When any local entity refuses Walmart permit, it usually brings out a massive local outcry and the local pols give in. Like em or not they are a good place to shop.
