I believe you. I once stood in line at the grocery store and the fat woman in front of me pulled out her EBT Card to pay for her load of groceries. The cashier said it was void. The woman took it and reached down to her purse, took out another card and said ‘try it again’.
Now this will astound you - the cashier said ‘sorry, it’s void’ and the woman pulled out another card that finally worked! How many darned cards do they get, one for each member of the family?
After Katrina, many from New Orleans were sent to Houston. They were given money and free lodging in nice hotels for an endless period of time. There were dozens of stories of the women buying name brand purses and clothing with the money.

The so-called food deserts come to pass because enough of the people who live in them steal stores blind such that the stores close down. The people in those communities need to take care of their crime and the problem will fix itself.
For me at least the state economy seemed to start going south back in 2003 after the rat Blago was elected Governor, and mind you the Governor before him was RINO swine.
I’ve been at or near the poverty level since May 2011. I was laid off since my company (a p.r. company) lost revenue and couldn’t afford to pay me. Many of their clients weren’t able to sell many of their products, so they couldn’t pay their bills, to my former employer. Maybe, my former employer lost too much money because of the large Quinn-proposed corporate income tax rate increase.
