I've had a long recognized answer to the phenomenon you mention on Obama's priorities.

Hire only gays and lesbians for foreign assignment by the state department inside risky countries. Send all militants sodas in containers greater than 12 ounces. Label all schools, hospitals, places of christian and Hindu worship inside Islamic Nations as Planned Parenthood Facilities, thus ensuring adequate security staff. Traffic all arms to Islamic Militant Groups only after they pass a psychological test and thorough background check(no more extensive than the president though).

That should reduce the crisis factor by around 75%.
