Let’s put light upon this topic. In 2006, under GW Bush...the ATF seat was empty. The senate was composed of 49 Republicans and 49 Democrats. No permanent choice was made.
In 2008, things shifted. The Democrats arrived in the senate with 57 members. A Democratic President arrived. Nothing happened to place a permanent choice into the ATF.
In 2010, 51 Democrats held control over the Senate. Nothing happened with a permanent choice in the ATF.
Here in January of 2013, there will be 53 Democrats in the Senate. The odds of a permanent pick for ATF? Well...you just don’t know.
At the rate of dysfunction...within twenty-five years...most government agencies will have fill-in leaders because no decision can be made. I would hate to suggest it...but even the government of Uruguay probably is more capable of making better decisions presently than the government of the United States of America.
