MOSCOW (AP) - Kissing his boyfriend during a protest in front of Russia's parliament earned Pavel Samburov 30 hours of detention and the equivalent of a $16 fine on a charge of "hooliganism." But if a bill that comes up for a first vote later this month becomes law, such a public kiss could be defined as illegal "homosexual propaganda" and bring a fine of up to $16,000.
The legislation being pushed by the Kremlin and the Russian Orthodox Church would make it illegal nationwide to provide minors with information that is defined as "propaganda of sodomy, lesbianism, bisexuality and transgenderism." It includes a ban on holding public events that promote gay rights. St. Petersburg and a number of other Russian cities already have similar laws on their books.
But in this case, the move has been met mostly with either indifference or open enthusiasm by average Russians. Levada polls conducted last year show that almost two thirds of Russians find homosexuality "morally unacceptable and worth condemning." About half are against gay rallies and same-sex marriage; almost a third think homosexuality is the result of "a sickness or a psychological trauma," the Levada surveys show.
Those behind the bill say minors need to be protected from "homosexual propaganda" because they are unable to evaluate the information critically. "This propaganda goes through the mass media and public events that propagate homosexuality as normal behavior," the bill reads.

Good for Russia! Yet it was that same country that had clearly defined goals to depict the depravity of homosexuality as normal:
19. Break down culture standards of morality by promoting pornography and obscenity in books, magazines, motion pictures, radio, and T.V.
20. Present homosexuality, degeneracy, and promiscuity, as "normal, natural, healthy."
France and Russia are showing us up. Even the terrorists that just killed all those hostages were right on this issue. Terrorists even showed us up! Does that really suck, or what?
We let the inmates run the asylum. They're not going to make the same mistake.
Well, if they've done anything right, it's this. I can't believe these three are showing themselves wiser than we are when it comes to the queers.

Russia seems to have learned from certain of its historic mistakes. When Russia starts to sound like a good place to retire, I have to engage in whiplash. Their foreign policy and pals are subject to question, however, before any immediate change of address.
I hope people aren’t serious about having these laws in the US. I don’t like extreme displays of sexuality by anyone — male or female — in public but two men kissing should not be something that gets them put in jail. Give the government that power and you’ve given it a lot of power over everyone.
Speaking for myself, I am against gay marriage and the gay legislative agenda but do not want gay people put in jail for being gay or showing affection in public unless, of course, the same law applies to straight couples.
You’re missing the point. They have seen what happens when you tolerate it legally. They spread their propaganda and recruit young ones. The TV shows are filled with gay characters, they teach it in schools, etc.
the Russians are right. They arent seeking them out to arrest them. They are simply treating them like any other criminal motivated by some psychological sickness. And not letting them advocate their sickness in public. Good for them.
Up until the 1980's, it got them put into mental institutoons. The only reason they were let out was because Carters recession depleted the funding. They were considered non-violent (their lust for little boys was mistakenly overlooked).
They were suppose to return once a week for treatment, but escaped into the population.
They never should have let them out in the first place.
Excellent analogy. That's why our country is rotting from the inside. The communist("progressive") nations knew they couldn't defeat us militarily, so they diseased us from within.
Not only moral reasons are involved concerning homosexuals and Russia...it is Russia’s survival.
There are way many more females than males in Russia....and if males are rear surfing w other men....babies aren’t being made. Same with lesbians. Russia is facing a major depopulation crisis among their non muzzie population
There are about 150,000 Russians and Ukrainians in and around Sacramento CA. And we have lots of babies. In a few years we plan to take over eveything, just as the Irish did in Boston.
After the damage inflicted by Communism, Russia is finding its moral bearings. You cannot have a decent society filled with deviates and the morally infirm.
I hope the State Duma adopts the necessary federal law to protect traditional morality and the family in Russia!
I’ve been dreaming for a while now of something really radical with Russia where it becomes a reborn USA by embracing liberty, free enterprise, something equal to our US Constitution etc.. and actively soliciting and welcoming Americans to come immigrate and strengthen their country. It’s sad because that means I consider America most likely lost.
Will 0 have diplomatic immunity if he has to go to Russia for a meeting?
One thing to remember: COMMUNISTS and Russians cannot be defined as the same thing. Yes, Communism dominated Russia, but not all Russians are (or were) Communists.
The fact that today’s Russia is trying to enact laws that prohibit public displays of homosexual affection shows me that the Communists lost.

You are missing the point. All these Russian city, state laws and planned federal bill aren’t targeting homosexuals.
It is all aimed to prevent public display of such things. You still can practice your dirty business at home, if there are no minors present.
Straight couples may not be affected as soon the bill doesn’t target “heterosexual propaganda”.
