Democratic lawmakers proposed legislation Tuesday that would require California gun owners to buy liability insurance to cover damages or injuries caused by their weapons.

...

Some proposals would require buyers to show proof of insurance before they could purchase a weapon. The proposal in California would apply to anyone owning a weapon, Ting said, though the bill’s details are still being worked out.

...

Ting equated the idea to requiring vehicle owners to buy auto insurance.

...

Ting also introduced AB232, which would give a state income-tax credit of up to $1,000 to anyone who turns in a firearm to a local gun buyback program. The amount of the credit would be determined based on the value of the weapon.

It would make more sense to lay a tax on those who do not own a firearm for their own self defense.

They’re going to make it prohibitively expensive and engage in harassment in order to disarm everyone. There’s more than one way to skin a cat.

BTW, doesn’t this discriminate against the poor?

Indeed. So do higher taxes on cigarettes, snacks etc. as well as Obama's crowning achievement, "Cash 4 Clunkers".

Insurance?! The 2A *is* the ultimate insurance policy... against tyranny.

A well regulated militia, being necessary to the security of a free state, the right of the people to keep and bear arms, shall not be infringed.

What ensures the security of a free state, is that badge-wielders and their bosses have their power trips and thug tendencies contained ("regulated") by the right of the people to keep and bear arms.

If the JBT thought he would be well-regulated (stopped in his tracks) by the people - despite being given a green light and lots of cool toys by the state - he wouldn't choose, say, no-knock raids for his adrenaline fix.

7 years ago Tennessee required applicants for Concealed Carry License to obtain firearms insurance.

People said, “screw you”, and carried without the license.

The Tennessee Legislature finally caved and removed that requirement. CCL applications increased.

... liability insurance to cover damages or injuries caused by their weapons.

I think this is already covered under homeowner's liability insurance.

While I agree with you that the 2nd Amendment is intended to safeguard the U.S. against tyranny, I believe your interpretation’s off. The way I learned it, in the context of late 18th century English, well regulated meant “well equipped” or “well prepared” (i.e. a well regulated gentleman was a polished sort). The militia is comprised of the people. Therefore, having a well armed and trained citizenry equals a well regulated militia. As founding father and architect of the Bill of Rights George Mason wrote in 1788, “I ask, sir, what is the militia? It is the whole people, except for a few public officials.”

There of course has been much debate on the words and their historical uses and contexts.

What I wrote may not align with any 2A interpretations past or present, but as for the substance, would the Founders have disagreed? I could be out in space as far as how much my perspective is parallel to the amendment itself, but I couldn’t even imagine the horror on the Founders’ faces if they could see what a modern “enlightened” people tolerate while believing that they still live in a free state. :(

If all cars are insured, why do I have to buy uninsured motorist insurance?

“Ting equated the idea to requiring vehicle owners to buy auto insurance.”

Ting, you utter ignoramus, the right to own an automobile is not guaranteed in the Bill of Rights of the constitution.

Posted on another forum on this subject:

Isn’t this just a Tax on gun ownership?

Didn’t Wayne LaPierre tell us that there are only two reason to register guns – to tax or to take them?

Here’s a better idea – why not a tax or liability requirement on politicians that perpetrates all kinds of these bad ideas?

We could start with the ‘safe-schools’ act that made them into gun free zones – yeah that worked real well didn’t it?

Every pol in Illinois should be liable for the carnage from their stupid idea on civilian disarmament – they pass their laws and get away with not having to face the consequences of their dumb ideas.

This needs to stop – instead of just ‘doing something –anything’ without thinking, politicians should have to pay the price of their stupidly.

They would far more deliberative and thoughtful in their actions if 5 – 10 Years down the road they get sued for some of their laws they rush thought without thinking.

Do what you want, California, Siskiyou county and it’s Sheriff will remain CONSTITUTIONAL! There’s a term they’ll never understand.

After they make you have insurance, the following will occur:

Yearly inspection tags attached to each of your guns.

A yearly permit (tax) stamp for each gun and the paid tax.

A yearly inspection by the gun goons of your home and the method of gun storage and control. Failure to pass will the confiscation of your guns until you fulfill the regulatory requirements.

A yearly qualification test (both written and physical) to ensure that you are physically and mentally fit to own a gun.

And finally.......................a mass raid and confiscation of all of your guns under the name of homeland security and direct presidential decree.

Boy! Ain’t life getting better with the liberals and Obama?
