I live in big gubmt $$$ Maryland and what I hear is that the DOD is planning this so it will be as painful as possible to raise the pressure on congress.
That is why Obama made it center stage tonight, but he did admit in the speech that he refused to pay for canceling defense cuts with other cuts. Republicans should pick this up/
