Bans on assault-style weapons and high-capacity magazines are virtually off the table in the gun control debate at the Minnesota Legislature.
Rep. Michael Paymar, DFL-St. Paul, on Thursday, Feb. 28, unveiled his gun-violence prevention bill, calling for expanded background checks for buyers, tougher penalties for those who sell to disqualified people and better prosecution of gun crimes.
Earlier this month, Paymar, chairman of the Public Safety Finance and Policy Committee, presided over three days of hearings on nearly a dozen bills proposing changes to Minnesota gun laws.
Paymar, whose hearings drew hundreds of spectators to the Capitol, said he wanted to focus on keeping guns out of the hands of people who shouldn't have them and that would attract broad consensus.
"We've compiled what we think is a good bill that we think can pass out of committee, that can pass the Legislature and get the governor to sign it," he said.
His DFL counterpart in the Senate also said bans on assault-style weapons and high-capacity magazines would not be included in his bill.
Paymar was joined by police chiefs and rank-and-file officers, who said that of all the gun legislation introduced this session, expanding background checks to all purchases and transfers was their top priority.

NO MORE GUN LAWS.
They already have THOUSANDS of them on the books in every imaginable jurisdiction.
If anything, it’s time to enforce what they have or start repealing them.
For example, how many gang-bangers have actually done their mandatory year in jail in Massachusetts for gun possession? My guess is very few, if any.
Republicans and outstate Democrats have said from the beginning that they have the votes to kill additional gun grabbing. We’ll see now if they are right.
Gun-grabbing bills are death to outstate Democrats come election time and they know it.
The bill in MA now has a bill number. H.3253
That's the logical way to look at it, but how many times have we thought that the Dims had screwed themselves with some policy or other and then watched them breeze back into office? I'm turning into a pessimist.
Background checks for private party gun sales are useless without records. Once we have UBC’s, we will be just one mass murder away from registration. Once we have registration, we will be just one mass murder away from some confiscation.
None of this will do anything to prevent mass murders, which isn’t the real purpose anyway.
Exactly correct. It just happens, that all the gun control legislation advances toward universal registration and expanding restrictions on what people can own arms, and what arms they can own. It is just a coincidence. It does not really mean anything. After all, all the politicians say they support the Second Amendment, with its guarantee of a right to government regulated hunting at the proper time and place. /massive sarcasm alert/
You can’t confiscate if you don’t know what your confiscating.
Isn't it coincidental Sandy Hook took place at just the perfect time to jump start the confiscation movement all over the country? Now the movement has taken on a life of it's own.
Has anybody heard a peep lately about the murder investigation or how or why Lanza planned and carried out these murders??
The headline could as easily read “More infringements, no bans yet”.
This is the section that really has me steamed. I have written to my representative in the House and my Senator on this. Essentially, my Rep wrote back and said anything like this will be carefully reviewed and is likely to be DOA. My Senator wrote back as well...but his response was non-committal and designed to placate those on both sides of the debate. In other words...BS.
Section 207. (a) Whoever possess, carries, or owns a firearm, rifle or shotgun without a liability policy or bond or deposit required by the provisions of this chapter which has not been provided and maintained in accordance therewith shall be punished by a fine of not less than five hundred nor more than five thousand dollars or by imprisonment for not more than one year in a house of correction, or both such fine and imprisonment. This section shall not apply to a person who possesses a firearm, rifle, or shotgun on a temporary basis while on the premises of a licensed gun club.
Very interesting question.
When seen in the light of history, and the wave of confiscations over time world wide it becomes pretty obvious that the move will ever be toward confiscation and away from the real solution. If the Second Amendment held it’s rightful place, there would be no need for thousands of gun laws brought to us by a cast of millions of do gooders intent on mischief of the worst possible kind. What could possibly go wrong?
I just got back from Bass Pro Shops in Foxboro. Even .22 ammo is sold out. Unreal.
I’m gonna keep banging this drum until the NRA and other gun orgs pick this up as an additional argument against the “Universal” Bcakground Check B/S.
The real hooker is that once all law-abiding citizens have to get the governments OK to buy a gun, some future fuhrer (maybe he’s here already) would only have to declare a “National Emergency” - real or bogus - and shut down the computers for “public safety” (cough). Voila! A national gun ban is now in effect.
Remember the LA riots? The state shut down sales for “public safety” also and look how that worked out. Small potatoes compared to how the the EBT and entitlement crowd will react when they find out there’s no more money in obama’s stash and come looking for their fair share of your property - or family.
All those naive people who believed the government would protect them and suddenly discover they need a gun to defend themselves will be out of luck.
I’m holding off on any trips to the range until ammo becomes more ‘in stock’ and affordable. No sense wasting it now.
Yes, exactly. Thank God I bought 1k rounds of 7.62 back in December. Gotta go pick it up at my parents place next week.
Understandable. It’s also fair to say that the issues that have come up have never directly affected the existence of deer hunting season.
