If Chavez truly had faith in Christ in his heart when he died, then IMHO he was saved. But I SERIOUSLY doubt it.

I believe in deathbed confessions and forgiveness as well. However, we can’t overlook the fact that it is the Holy Spirit who draws men (mankind) to Christ, and unless He convicts us of our sins - then I’m not sure that just saying you’re sorry to God on your deathbed will suffice.
