I think it mostly has to do with how his show is marketed and not necessarily because of his appeal and/or popularity (of which he has neither).

Laura Ingraham got kicked out of the Top 10 and is at #17 or #18 because of the change in the radio conglomerate marketing her show.

The positive thing about Schultz being in the Top 10 is that he is SURROUNDED by conservative talk show hosts (including Dave Ramsey, who as a financial guy is pro-business, etc.) and that he's the lone hysterical liberal guy on the list.
