Many years ago, I worked as a psychological examiner at a Montessori pre-school for “underprivileged”. These kids were accepted on the basis of their I.Q. level. The owner of the school decided which children to accept.

She had a program of teaching these kids how to use a typewriter and teaching them how to read using a typewriter. She expressed to me how she would like to get a government education grant for this. One day, I walked in and said here is the outline for a grant and there is a grant for education from the federal government and I guarantee you this will get the grant. She was beside herself that I would write this and attempt to get the grant.

The entities I was competing against for the grant were several universities and colleges in that area.

I went to see the education dean of these places just to see what they were going to submit. Each one told me I had no chance against these universities/colleges as they had experience doing this and I was only one person writing and our pre-school was small. I told them my proposal would get the grant.

I DID GET THE GRANT FOR THIS PRE-SCHOOL. Why did I know it was going to win? Because we had AMERICAN INDIANS, BLACKS, MEXICAN AMERICANS, AND SEVERAL WHITE CHILDREN.

I could have written a proposal for cigarettes for these kids and won. I didn't tell those universities/colleges the race of our kids.

I knew our federal government could not turn down a grant no matter what it was for, with this racial mixture of little kids.

I'm sure the universities and colleges were stunned that my proposal won. You can win these grants if you tailor them to suck in the government education people's biases.

In this case with the ducks I would bet a lobbying effort was made to get this grant.
