US Customs just allows you to bypass the line to meet with a customs official when you enter the US. You put your passport in an ATM-like machine and get a specially-marked receipt if you are cleared. If a foreign national is willing to go through the paperwork to get approved, I don't think skipping the cursory meeting with a customs official is a big threat.
However, I will admit that I think it's going to be difficult to perform a reliable background check in some countries -- like Saudi Arabia. I'd rather limit this to Western democracies in Europe, Australia/New Zealand, Japan, etc.
The TSA's trusted traveler program is the one that allows you to use the PreCheck line: you don't have to take off your shoes, unpack your laptop, etc. You still go through a traditional metal detector.
If you are a US citizen and are a member of Global Entry (the US Customs trusted traveler programs), you are also eligible for PreCheck. Separately, the airlines are inviting non-citizen US residents to use PreCheck, if they fly frequently.
However, I don't believe people that are neither US citizens or US residents are eligible for PreCheck. So, there is no security loophole there.
