Sure he may stack the command staff, but there’s plenty of guys in the lower ranks that will just not blindly march into Smalltown, USA and start shooting the populace.

The leadership, those GIVING THE ORDERS, have to be primary targets. Cut off the head and the snake will die.

I would be inclined to think that the guys on the ground would just walk away and stand with the populace. After all, they’d be staring at their own family and friends.
