They are crouched down hiding behind something such as a car or wall holding the gun above their head and firing over the obstacle. Keeps the muzzle from climbing and since they are not actually aiming the sights are irrelevant..
I can only speculate that they watch it being used in movies and see it as a ‘cool’ way to shoot. I don’t know that they even think about it.

My personal theory: the gansta grip allows them, despite recoil muzzle bounce, to keep spraying & praying in a horizontal plane, since they really don’t care who or what they hit.
Often with the same result.
