There is, but there are a thousand ways around it. The fact that she has two children who are citizens is grounds for a waiver.
I am sorry but I really am sick of this crap. They come into the country illegally, have babies here who are automatically granted citizenship, then if they commit another crime and get sent home, the babies just have to reach majority to bring them right back into the country again, but now legally. We have to be the STUPIDEST country on earth.
