Actually, HIV rates are declining for both whites and blacks. The problem is that the CURRENT number of people infected as a percentage of the population is seven times as high among blacks as whites, so it’s no surprise that the new infection rate is higher for blacks. Most people have sex with people of their own race.
The higher infection rate among blacks is a lagging indicator and probably a result of the high number of blacks who were infected by needle-sharing in the nineties. That’s much less of a problem now since fewer people inject heroin with a needle now.
If you look at the whole picture, the HIV news is good for blacks and very good for whites.

So what are the black women doing that the white women are not?
White homosexual men don’t feel much need to cover up what they are - black men do and have sex with women, or maybe they’re more likely to be bi.
Maybe that’s one good thing about a society accepting homosexuality - the diseases stay more in the homosexual risk pool.
Then there are the men who get it in prison.
With a high black woman-to-man ratio, the men have a lot of opportunities and relationships tend to be unstable.
So Chlamydia and Spyrocita are more likely to catch VD than Debbie and Suzy are? Maybe it has something to do with who they are sleeping with. Who knew?

To try to place any blame what so ever on people of color for this crisis epidemic is the epitome of blaming the victim.
The only proper and fair solution is massive increases in social spending and welfare payments to the brave people of color impacted by this sad state of affairs.
Actually I should have added the Sarc/ tag although it would not be too strange for .gov to propose this in these times.
The one person I know that has Aids has been on disability for 20 years now and all his medicine, over $1000 a month, medical, and dental bills are paid by the government. He also gets a rent subsidy so he lives in a very nice apartment.
Al the new cases will sky rocket the costs.
