You are right. He could put a wall mounted flag on the outside of his home. The flag sconce takes the pole ( it slides in)and holds it at an angle. He is allowed 2 of them
according to the zoning law you posted.

and the flag pole too.

also it is not a zoning law. It is a state wide statute that PREEMPTS any zoning restriction. (like the feds preepted the small satelite dish bans.)

I once read that a tornado blew a piece of straw through a guy and killed him in Kansas. That was back in the 50s. I have also seen pictures where Tornadoes and Hurricanes have blown straw and similar small objects into trees and telephone poles. So, I guess the next move is to require permits for buying straw or hay. Excuses for requiring permits for anything abound in this country, most of the excuses are BS and cover ups for the fact that the permitting process is simply a way to grab more money from residents.

I bet he could install an exterior wall mount flag pole, without a permit. He should do that while waiting for his permit.

1) Hurricane Andrew tossed poured concrete lintels into neighboring homes. Wood fences were sent miles. Backyard sheds disintegrated—metal roofs were peeled off and sent into neighbors' roofs.

2) A Marine should be able to hoist his own removeable flagpole into a hole in the lawn. Surely a permit won't be required for a hole in the ground!

Check the posts upthread. The zoning laws at his location permit him 2 exterior wall mounted flagpoles, without permit.
